Executive Order 14179

Also known as: Removing Barriers to American Leadership in Artificial Intelligence, EO 14179, EO 14110 revocation

Executive Order 14179, “Removing Barriers to American Leadership in Artificial Intelligence”, signed on January 23, 2025, sets the US federal policy of sustaining and enhancing America’s global AI dominance. It replaced the AI safety policy of Executive Order 14110, which had been revoked three days earlier, and ordered the development of an AI action plan.

How it applies

  • Background: Executive Order 14110 of October 2023 on “safe, secure, and trustworthy” AI had required developers of the most powerful models to report safety test results to the government and set up AI governance duties for federal agencies. It was revoked on January 20, 2025 by Executive Order 14148; Executive Order 14179 followed three days later with a new policy.
  • Content: It states the policy to “sustain and enhance America's global AI dominance”, ordered an AI action plan within 180 days — published as America's AI Action Plan — and a review of all actions taken under Executive Order 14110. The Office of Management and Budget replaced its memoranda on federal AI use and procurement in April 2025 (M-25-21 and M-25-22).
  • Technical documentation: For companies, the order removed federal reporting duties rather than adding obligations. Documentation duties in the USA now come mainly from state laws, sector regulators and customer contracts, especially federal procurement.

Executive Order 14179 vs. the EU AI Act

An executive order directs the federal government; it does not bind private companies directly and can be revoked by the next president. The EU AI Act is a regulation adopted by the EU legislature, directly binding in all member states. The two moved in opposite directions in 2025: the USA removed AI safety requirements while the first AI Act obligations began to apply.
